CMS finalizes rule creating new composite measure: Communication About Pain

On August 2, 2017, in its FY 2018 IPPS Final Rule, CMS (the Centers for Medicare & Medicaid Services) finalized a proposed rule to replace the current Pain Management questions with three new questions under a new composite it is calling, “Communication About Pain.”

The new questions comprising the Communication About Pain composite are:

  1. During this hospital stay, did you have any pain? Yes/No
  2. (If Yes) During this hospital stay, how often did hospital staff talk with you about how much pain you had? Never/Sometimes/Usually/Always
  3. During this hospital stay, how often did hospital staff talk with you about how to treat your pain? Never/Sometimes/Usually/Always

The new questions will be required on all surveys given to patients discharged on or after January 1, 2018. CMS has decided to delay public reporting of the measure on Hospital Compare until October 2020, using data from the CY 2019 reporting period/FY 2021 payment determination. CMS anticipates confidential preview reports will be available in the summer of 2019.
